3rd green gnome?

I am trying to find the three green gnomes, but can only find 2 out of the 3. I found the one in the window, and one in one of the houses. but I have no clue where the third is. I tried looking in the trees, barrels, wells, and walls, but I cannot find it anywhere. Any tips?
