Choppy framerate

Sometimes when I move side-to-side, my frame rate goes in the toilet. Turning off shadows and other lighting effects makes it less noticeable, but it's still there. probably an engine issue, but I figured I would post it for funsies

Same. It's bizarre, it's not like low frame rates, it feels different. Using 3070 RTX.
Stranger still, it only happens on Windows. On CachyOS the framerate is 100% fine, but I get crashes there.
