FSR 3 is hanging the application, when changing settings

after attempting to save changes when change resolution or window/borderless/full screen mode game crashes

Just playing Ghoul Grounds. Has only happened in that game.
All graphics on High. No upscaling. 2k res.

Error came with the suggestion, "graphics-hook64.dll OBS Overlay, older versions have been known to cause crashes".
I don't use OBS with the game (not recording, no overlays, etc.)
Tried updating OBS. Still crashed -- same error.
Tried locating the file, renaming it, and playing. Crashed again with same error but the "graphics-hook64.dll" suggestion went away.

Probably not the OBS thing.

RX 9070xt
9800x3d
32GB DDR5

Just loading the game on the newest version, was butter smooth a couple weeks ago but i cant even get 5 fps now

This only happens for me when I'm playing a game called Tile Swap.
