-Crash happened after using Hwinfo64 and Msi afterburner and closing both in some order (Don't remember).
-Persisted despite restarts, reinstalls, verifying integrity and rolling back drivers.
-FIXED after opening and closing both Hwinfo64 and Msi afterburner
-can have either or both programs open and will now launch, as well as open and close them.
Weird......
