Hi there,

I'm experiencing a persistent CPU Frame lock at exactly 31 FPS in s&box. This limit doesn't change regardless of settings (fps_max 0, r_vsync 0) or screen refresh rate (tested both 48Hz and 60Hz). The issue persists in the Main Menu and when entering the Testbed.

System Specifications:

  • Laptop:
    Dell Precision 7730 (Mobile Workstation)

  • CPU:
    Intel Xeon E-2186M

  • GPU:
NVIDIA Quadro P4200 (Vulkan Driver 582.41)

  • RAM  24
    GB

Key Technical Issues Observed in Logs:

  1. FFmpeg/TLS Failures:
Frequent Failed to read handshake response and socket errors when the engine tries to initialize video/streaming components.

  2. Resource Mounting Errors:
Hundreds of ERROR_FILEOPEN: File not found for core resources (e.g., concrete.surface_c, checkerboard.vmat_c) and symlink reloading issues.

  3. Engine Lock:
The CPU frame time is stuck, suggesting an internal engine throttle or a conflict with the Quadro driver's power management.

Steps Taken:

  • Verified game files and cleared cloud cache.

  • Disabled NVIDIA Power Management features (BatteryBoost/WhisperMode).

  • Attempted to bypass the UI by entering the Testbed, but the 31 FPS cap remains constant.

I have attached the full console log. Given the Workstation hardware (Xeon/Quadro), is there a known engine limitation or a specific launch parameter I should use to unlock the frame rate?

CPU/GPU Mismatch:
GPU is hitting ~16ms (62 FPS) while CPU is locked at ~32ms (31 FPS).

Major Exception:
Console confirms System.IO.FileNotFoundException for /volumetrics/cloud01.nvdb.

Resource Failures:
Huge amount of ERROR_FILEOPEN for basic surfaces and shaders (e.g., concrete.surface_c, retro.shader).

Hardware:
Confirming this on Xeon E-2186M / Quadro P4200

Best regards,
Abdullah
