Access to Assets

I recently purchased Quake to play around with in the new Sandbox game mode. The game went on sale three days later... I refunded it (waiting on funds to free up currently) to save a few bucks & pick it up on sale. Game files are still on my hard drive but I can still use them in-game. Is this something that should be fixed? It seems like it.

i mean, steam isn't going to force you to uninstall the game when you get it refunded, they just won't allow you to launch the game. kinda the design or rather fault of steam.
