Are Neck Tattoo and Face Tattoos limited items or will they be added to the game later?

People are just buying them, and it won't turn out that the prices will fall tenfold, it will somehow turn out ugly...

garry also said hardhat will be added back for 1 hour each year
but facetatto will probably come back...
