Asset GUIDs

We're giving assets a stable GUID, and moving to use these for references instead of relying on paths. The goal is to let you freely move and rename the assets in your project without breaking existing references. This is a lot like how Unity and Godot do it. 

As part of this, every asset in your project will now get a .meta file alongside it, e.g. citizen.vmdl.meta. A lot of asset types already had one of these, but now they each carry a per-asset GUID. It's important you include these in your source control. If you don't, everyone on your repo will end up with different GUIDs for the same asset, and that's not what you want. 

The first part is live now on staging, but doesn't cover everywhere a resource can be referenced yet. The Scene system, Prefabs, and GameResources in general are furthest along. References from Valve's formats (such as .vmaps, .vmdls, .vmats, etc) are still to-do.

We'll keep expanding support until it's complete. Just don't go restructuring your whole project just yet.

When I close and re-open my project I have +3400 .meta files with GUID re-generating. I though GUID would only be generated once :')

Damn this needs to be looked at, because pushing this all the time is not a realistic ask when working with a team
