Perk item tooltips and a bit more

You can now hover over perk items on the ground (eg. from chests) to see the tooltip.
If you didn't know, you can also hover over perk icons in chat to see tooltips, and type the name of a perk in chat to display the icon.

- Treehugger perk has a visual effect while healing
- Evil Chest spawn sound is positional to indicate which direction it spawned in
