SboxSuperuser/Engine/Admin/AdminRequestGate.cs
A small concurrency/rate-limiting helper used by the admin request system. It tracks per-connection budgets (window, request count, active concurrent requests) and enforces global and per-connection limits when entering and exiting request processing.
